It puts forward a thought of redirecting healthcare to the very young and the old and leaving the lion's share of health care to the "productive" cost effective viable adults.

Reduced health care to the elderly is an effective tool in culling those who are no longer productive.

Oh and if the name Dr Ezekiel Emanuel ( a co-author of the paper) sounds familiar he's not only the author of Obamacare but is now working for Trump.
