North Korea’s Yongbyon Nuclear Facility: No Indications Plutonium Production Reactor Is Operating

Commercial satellite imagery of North Korea’s Yongbyon Nuclear Scientific Research Center from February 2019 indicates that despite recent assertions that the 5 MWe reactor is running, there are no obvious indicators that it or the Experimental Light Water Reactor (ELWR) are operating.

Around the Reactors

Commercial satellite imagery from February 11 and 21, 2019 of the 5 MWe plutonium production reactor shows no indicators that the reactor is operating. There is no steam venting from the generator hall, nor is there any hot water effluent at the cooling water outfall pipe. The last time such activity was observed was in November 2018, when a small outfall was noted, though was likely due to the transfer of residual heat from previous reactor operations.

There is, however, continued movement of vehicles and personnel around the reactor over the last few weeks; roads have been swept clean, showing that the reactor site is being well maintained.

Dredging continues near the 5 MWe reactor’s secondary cooling system, where piles of dredged material now effectively block the river channel that serves the system’s pump house. The purpose of this activity is still unclear.

Argentina’s chief rabbi was hospitalized in serious condition Monday after being beaten during a home invasion Monday.

The attack on Rabbi Gabriel Davidovich in the Buenos Aires neighborhood of Once was condemned by Jewish groups as an anti-Semitic attack.

The attackers, who entered the home of Davidovich in the pre-dawn hours, shouted “We know you are AMIA’s rabbi,” while beating him, according to local press reports.

UN chief urges Russia, US to salvage INF, extend New START

GENEVA, February 25. /TASS/. UN Secretary-General Antonio Guterres has called on Moscow and Washington to preserve the Intermediate-Range Nuclear Forces (INF) Treaty and agree on the extension of the Treaty on Measures for the Further Reduction and Limitation of Strategic Offensive Arms, known as the New START Treaty.

"I call on the parties to the INF Treaty to use the time remaining to engage in sincere dialogue on the various issues that have been raised. It is very important that this treaty is preserved," Guterres said at a session of the Conference on Disarmament in Geneva on Monday.

He stressed that the demise of that accord would make the world more insecure and unstable, which "will be keenly felt in Europe." "We simply cannot afford to return to the unrestrained nuclear competition of the darkest days of the Cold War," he said.

Guterres also urged the US and Russia to extend the START Treaty, which expires in 2021, and explore the possibility of further reducing their nuclear arsenals. "I also call on the United States and the Russian Federation to extend the so-called New START Treaty before it expires in 2021," he said.

The UN chief recalled that the treaty "is the only international legal instrument limiting the size of the world’s two largest nuclear arsenals" and that its inspection provisions "represent important confidence-building measures that benefit the entire world."
