I know. its horrible. it passed unanimously in 2002 & Bush signed it into law. I dont know whatmissing because already law. i thought so. Was it struck down? I never heard of it being struck down? I dont know why they did it again if wasn't. Maybe it was and im missing it. i looked and didnt find it had been.
