I'm a little tired, past my bed time.
The decode is a little off, I missed FEC entirely, should be Federal Election Commission.
I'll pick this up tommorrow, play with it, and repost the updated info.
For those who asked LB about method used to decode pic name I provide a little walk through.
Step 1

Step 2
Add spacing between items to obtain some room to work.
Convert existing numbers to letters. 1 = A, 2 = B
Letters either move down as they are and/or rise up as their number converts.

Step 5
Look for easy patterns like common acronymns or basic words.
In the above you can see HC, 55, 44, HEED, IF, FAD, GB, FEC, DCI.
One thing which stands out, IF FG HEED FEC.
IF is ok. HEED is ok. FEC could be Foreign Exchange
