This whole opposition to Nat Em for Wall is retarded. POTUS has authority to build it without Nat Em.
I’m thinking DJT is using the Nat Em angle to get it to SCOTUS - to have restrictions in place to prevent future abuses. (Eg. gun control, misuse of funds)
