My thinking is that the devices are actually phones, either with or without the knowledge of the carriers, or a mixture of both (most likely)
Devices could also have been inserted into the carriers without their knowledge. With the capabilities we all know are out there, it is very possible people are unknowingly carriers of the devices used for the comms here.
May seem far fetched, but what doesn't nowadays? How hard do you think it would be to get a person drunk or fucked up to the point a small transmitter/reciever of sorts could be embedded into their person without them thinking it was anything more than a bugbite or something of the likes??? Just sayin…
