WASHINGTON (AP) — Under pointed questioning from senators, the top U.S. general for homeland defense said Tuesday that he sees no military threat coming from the southern border with Mexico, but his focus is on "very real" threats from China and Russia.
Air Force Gen. Terrence O'Shaughnessy, commander, U.S. Northern Command and North American Aerospace Defense Command, told a Senate committee that proposed barriers along the U.S.-Mexico border could increase security against any potential military threats coming from the south. But he said Russia's advancements in training and capabilities, and its intent to hold the U.S. at risk, present an urgent threat to America.
President Donald Trump has declared a national emergency along the southern border to fund his proposed wall, and he plans to use Defense Department funds from military construction and counter-drug programs to pay for it. Members of Congress are challenging that.
Democratic senators on the Senate Armed Services Committee peppered O'Shaughnessy with questions about the need to divert the money from existing projects and questioned the validity of a national emergency declaration.
"I'm concerned, very frankly, that this administration is politicizing our military and militarizing our immigration policy - in effect, using the troops under your command as political props, both in terms of declaring a fake emergency but also compromising our potential security by diverting them away from other assignments and missions that are absolutely necessary," said Sen. Richard Blumenthal, D-Conn.
The meeting comes as the Democratic-controlled House was planning a vote Tuesday to revoke Trump's emergency declaration, and send legislation to the Republican-held Senate, where it would take only a handful of GOP defections to pass it.
O'Shaughnessy, who visited the southern border on Saturday with Acting Defense Secretary Patrick Shanahan, was careful to defer any assessment of the southern threat to the Department of Homeland Security and Customs and Border Protection. He said that those agencies believe that more fencing can impact the movement of drugs across the border.
O'Shaughnessy said he would defer to DHS "on the character of the threat," adding that Northern Command is trying to "be a good partner" as the other agencies take on the drug trafficking challenge. Asked if it is a national emergency, he said, it is a "national issue" that requires a "whole-of-government approach."
Sen. Tim Kaine, D-Va., questioned whether Congress should allow Trump to use Pentagon money for a non-defense emergency.
"The threat isn't military, and still we'll take $6 billion out of the defense budget to deal with it?" said Kaine. "If we set that precedent, I certainly can foresee a day when a president is going to say 40,000 gun deaths a year are an emergency, and why don't we take money out of the Pentagon budget to deal with that?"
Sen. Dan Sullivan, R-Alaska, argued that the shipment of illegal drugs from Mexico into the U.S. has caused tens of thousands of deaths, and that it constituted an emergency. But he also endorsed O'Shaughnessy's assertion that Russia's expanding fleet of icebreakers in the Arctic present a serious threat, and the U.S. needs to increase its capabilities there.

The U.S. Coast Guard currently has one working Polar-class icebreaker ship, but there's funding in the Defense Department budget to begin building more. Sullivan said the poor condition of the U.S. ship is a disgrace, and the U.S. needs more ability to counter Russia and China in the arctic.

John Legend visited The Daily Show With Trevor Noah just a little more than a week after meeting with Barack Obama. And the ten-time Grammy winner discussed the vast differences between the 44th and 45th presidents of the U.S.
Legend recently joined basketball star Stephen Curry and Obama in Oakland, California for the My Brother’s Keeper Rising! conference. The two-day event is part of an Obama initiative, which he introduced as president, to help young men of color address challenges and promote racial justice.
Since Legend’s visit with the former president is fresh in his mind, Noah asked, “Is it weird sitting with Barack Obama and then hearing Trump give a speech the next day?” Legend responded, “Honestly, it is really jarring, the juxtaposition.”
Legend described what he likes about Obama, saying, “The level of nuance that Obama’s capable of and just his worldliness and intelligence about life and his good character.” But when it came to describing Trump, the musician said, “It’s like we have a complete moron and asshole in the White House right now.”
Legend repeatedly said that he was not joking. He went on to compare the two, saying, “[Trump’s] not a good human being. And, so, when you’re with someone who’s a really good human being, it’s a very jarring juxtaposition.”

Citing “no justification” for stationing National Guard troops at the U.S.-Mexico border, Wisconsin Gov. Tony Evers (D) issued an executive order Monday withdrawing more than 110 soldiers and airmen of the Wisconsin National Guard from Arizona’s southern border.
“There is simply not ample evidence to support the president’s contention that there exists a national security crisis at our southwestern border,” Evers said in a statement, referring to President Donald Trump’s claim that the U.S. is facing an immigration emergency:

Evers’ predecessor, Republican Gov. Scott Walker, deployed the state’s National Guard to Arizona last June following a proclamation signed by Trump ordering the National Guard to protect the border. In his executive order this week, Evers said that he revoked consent for this deployment and called for all 112 Wisconsin National Guard to be “promptly” pulled off their current missions at the border.
Republican lawmakers in Wisconsin were quick to lambaste Evers’ decision. Sen. Ron Johnson, chairman of the Senate Homeland Security Committee, called the governor’s move “unfortunate.” Scott Fitzgerald, the majority leader of the state Senate, accused Evers of “playing politics instead of working to keep Wisconsin safe.”
GOP Rep. Adam Kinzinger of Illinois, who said he serves in the Wisconsin National Guard, also took issue with Evers’ announcement.
“I’m grateful to my fellow Wisconsin Guard members, and I’m deeply disappointed you won’t let them do what they are trained to do for the good of the country. [Gov. Evers] I hope you’ll reconsider,” Kinzinger wrote.

Evers is the third governor this month to pull National Guard troops from the border. The first was New Mexico’s Michelle Lujan Grisham, a Democrat who declared that her state would “not take part in the president’s charade of border fear-mongering.” California Gov. Gavin Newsom (D) soon followed suit, announcing his intention on Feb. 11 to pull most of the state’s 360 National Guard troops from the border.
“The border ‘emergency’ is a manufactured crisis, and California will not be part of this political theater,” Newsom said.
Days later, Trump — in an effort to fund his much-touted border wall — declared a national emergency at the southern border.

MORRISVILLE, Pa. — A Pennsylvania woman and her teen daughter were charged and arraigned Tuesday in the deaths of five family members – including three children – following what law enforcement officials say is a possible murder-suicide.
The suspects, Shana S. Decree, 45, and Dominique Decree, 19, were taken into custody Monday after the bodies of five relatives were found inside a small apartment in suburban Philadelphia, authorities said.
Both admitted to choking victims in separate interviews with police, according to criminal complaints filed as part of the arrests.
The mother, Shana Decree, told police that everyone in the apartment, including the children, "wanted to die" and that they were all "talking about suicide."

Michigan prosecutors say Nikki Joly, a longtime LGBT activist, set fire to her home and killed her pets due to resentment from subsiding controversy over the enactment of nondiscrimination legislation he advocated for.
The Detroit News reported Monday that law enforcement charge Joly, a transgender man from Jackson, Michigan, burned down her own home, killing five pets inside, in what was initially investigated by the FBI as an alleged hate crime in 2017. The newspaper, citing two individuals who worked along Joly at St. Johns United Church of Christ, where the Jackson Pride Center is based from, reported that Jolly, 54, had become “frustrated the controversy over gay rights had died down with the passage of the nondiscrimination law.”

The church officials, Barbara Shelton and Bobby James, when asked by police about a possible motive for the fire, said Joly was disappointed the Jackson Pride Parade and Festival, held five days before the blaze, hadn’t received more attention or protests.
Contacted by a reporter, James declined to comment. But Shelton quibbled with the way police characterized her remarks, saying she had no idea if Joly was frustrated by the lack of controversy.
“Not sure I said that,” she wrote in an email. “I have no idea about anything, never heard Nikki comment in any fashion about anything like that.”
Police officer Aaron Grove, who interviewed Shelton and James, said the pair described Joly as “‘very deceptive” and possessing “layers of manipulation.”
Joly, who was named MLive’s 2018 Citizen of the Year, spearheaded several LGBTQ-friendly initiatives and events, including the town’s first gay festival.
“It’s embarrassing,” said Travis Trombley, a gay resident of Jackson and former ally of Jolly. “How do you do it to the community you have put so much effort into helping?”
The paper reports that five pets — two German Shepherds and three cats — died in the fire. The body of one dog blocked a door as firefighters tried to enter.
I would think "it" would get time for arson, insurance fraud, faking a hate crime, and animal cruelty. But it wont because it's a lib prog identarian.
