Yesterday an anon said it was difficult to find info on Frank Holmes (U1 and CF). I found two instances of his name in the DoS reading room. He was on the "President's Council" of the International Crisis Group. Along with Guistra, Soros, Pinchuk, Samantha Power, Leslie Gelb and Doug Shoen. (Many others, too.)
