She is a public figure, a represenative of the people, so if she is out in public, people can and will take pics of her, ( DUH) She's their big STAR on the left, yet no one can take pics?.
Plus he did it in a polite manner, tried to be discrete.

Alexandria Orcasio-Cortez hit out at a 'creepy' photographer who snapped a picture of her while she was eating dinner - all because there was a hamburger on the table.
Caleb Hull, a videographer who works for Republican digital advertising firm Targeted Victory, posted the image to Twitter on Wednesday night along with the caption: 'Hi AOC, why is your Chief of Staff eating a hamburger?'
After seeing the pictures, Ocasio-Cortez clapped back: 'Tonight a dude was creepily (and obviously) taking a picture of me while pretending he wasn't.
'I had to break his imaginary fourth wall and say "Hi! I'm a person! This is weird!"'
It comes after Ocasio-Cortez suggested Americans should eat less meat as part of her Green New Deal, prompting Trump to quip that Democrats want to ban cows.
Senator Marsha Blackburn told Fox News that the plan would mean 'you couldn’t go grab a steak or a hamburger' because Ocasio-Cortez wanted to 'end cattle farming.'
It is not clear from the picture what is on Ocasio-Cortez's plate in the photograph, but it does not appear to be meat-based.
The hamburger was being eaten by Saikat Chakrabarti, her chief of staff.
Well-known conservative Twitter personality Jack Posobiec also picked up on the pictures, tweeting a meme from the film Spy Kids along with the caption: 'When you spot @AOC out for dinner and sneak photos of her to post later on twitter.'
Ocasio-Cortez also gave him the short-shrift, writing: 'When you're a guy that's so unaware of his own creepiness that you tweet this from your own account as if it's normal and not stalkerish at all.'
