McCabe clearly stated that they opened an obstruction case against the president.
He can't declass directly - as it would be going around DOJ/FBI and would be releasing information that is part of an "ongoing case".
They boxed him in.

He can and may have already ordered the declas from what i understand but the FBI/DOJ will not release them. (due to the obstruction case)
What I was saying - is he cannot release them into the public domain by going around FBI/DOJ. Just like the House memo that we all made a lot of noise about.
Same thing, he authorized the declass but it was ultimately released by the authoring owner (the house committee).
