Short Summary:
The HEU [highly enriched uranium] sample Mueller took to Russia (referenced in this cable) was originally given to the USA for testing out of a sting operation in Tblisi, Georgia in 2006. Russia wanted the sample returned after we did our testing.
The US and Russia were in the middle of a previously signed 20 yr Cooperative threat reduction program aimed at catching potential nuclear smugglers. That ended in 2015. One element of the Uranium One scandal is the western US states would have mined ore, yellow-cake, not enriched Uranium.
Victoria Toensing's whistleblower was invovled in this whole U1 racketeering case. That Mueller/Weisssmann were both involved with during the Obama Administration.

So do we in fact have a valid source on the Robert Mueller took a sample to Russia? Because if it's this Wikileaks cable, we have all been led astray.
