OK. Are we being asked here to consider why LV did not succeed in changing the news cycle, while FL did?

And the definition of a FF operation is essential for understanding what Q is getting at here.

A FF operation is one in which those who are behind the operation conceal their identity so that outsiders will think that it was carried out by someone else. In other words, the actors who appear to be carrying out the operation are not the real instigators. Outsiders are misled about the identity of the actors concerned, as when, for example, individuals dress up in the uniforms of a foreign army (as proposed by the US Joint Chiefs of Staff in Operation Northwoods, which JFK rejected). Under this type of definition, is LV a FF? Is FL a false flag? What are we looking for here? Improved understanding of how the FF label is used?

Moving on, What events change the news cycle? Surely that is decided by those who govern the news cycle. Events that the controllers wish to change the news cycle change the news cycle. How can we break this cycle of information control?

This last point refers back to the second line of the same Q post: 'Who controls the narrative?'

Perhaps this is the most important question. Who really decides what happens when, at least as far as the deep state is concerned? What is the CoC?
