They find a way for the person to get treatment where one of their "doctors" will suggest medication which then they will take 'x.'

 

This medication turns the brain into a highly suggestible programmable device. From there a variety of NLP/suggestion science will be used on the subject.

 

Ideally a handler such as a roommate, adopted relative, etc. will also be arranged. The target is then harassed via rumor campaigns and terrorized with EMF weapons via cell tower/mobile data relay satellites.

 

The person is gang-stalked to make them paranoid, the programming makes the more susceptible to violent suggestions and sleep deprived with EMF weapons.
