Everybody knows what the deal is, and that it is win/win. But the moment was not ripe to pull the trigger because (1) POTUS must crush our domestic traitors to establish once and for all to the entire world that he is calling the shots, and that any deal he makes will therefore be honored going forward, and (2) China looms large over Korea, and we must seal the overall deal with them before they will acquiesce to a free, peaceful & united Korea on their border. China can scuttle any Korean agreement.
