POTUS is well aware that Kim Jong-Un isn’t responsible for Otto Warmbier’s suffering and eventual death. Kim is just playing a role forced upon him. Even blaming North Korea is a stretch. It’s those controlling North Korea and Kim that are to blame and I hope that one day soon they are all judge accordingly.
