20k or less "dial-a-yield" weapons provide the ideal tactical nuke effects, since the blast radius will have a strong localized area affect (less than 3 square miles), very small overall footprint of blast-damage destruction, and it emits very low amounts of long-term half-life radiation.
The idea is to leave the landscape around after the nuke detonates. Its primary use (at least back in my day) was to take out large Warsaw Pact tank formations in areas of restricted maneuverability like the Fulda Gap.
