At least with toothpaste, the fluoride is being applied TO the area of treatment (the teeth). It introduces a mineral into the enamel which works to repair damage.
It's just stupid to dose the water as well and flood the entire body with the stuff. There's no benefit to having fluoride reach every part of your body.. there ARE side effects, though. So really, most of the effect of water fluoridation is un-needed interaction with other body parts, when it only needs to target the teeth..
well yeah, people get it from so many sources these days that you end up with fluorosis
