I post this thought thinking of history.
Past history people believed if you cut off the "snakes head" that the tail dies and all ends.

Think the mafia.
They (the good guys, thinking Eliot Ness/SAE) take out the mafia bosses, which they did, Capone.
But then the tail of mobsters that still EXISTS will reorganizes and rise again.
Someone in the vacuum of power will emerge (from the lower levels of the mafia structure).
This PLAN, know as "THE PLAN" is going from the TAIL up this time.
Amazing way to end it.
