You control them (MSM). Attacks bring new eyes in a controlled fashion. Curiosity seekers, but not everyone all at once, and with tremendous skepticism. Slow, gradual disruption to society is less disruptive than all at once. Society will gradually awaken over the course of a couple/few years. Controlled. Not a shock to the system. Less chaos. At any given time, only a tiny portion of the population is raging, angry, fit-to-be-tied over how deceived they've been. They settle down, start digging, learn more (but in a manner involving increasing control over volitility of "shock reaction") as new waves of the population continue to awaken in same fashion.
