Q said "face charges".. that doesnt necessarily mean get indicted or get in trouble. Maybe when the U1 hits the public, he will most definitely be grouped with it, as he was FBI director… but he might also get off if he was forced to cover against his will… or maybe gets a deal to testify on the others
