Hmm… This is an interesting paper, but they are basically describing "lifters." While I have not built one, myself - I am skeptical of their math explaining how ion winds are insufficient to explain the behavior.

 

I am reminded, though, of the "gravity capacitor" that was popular around that time, and was actually a layered cylinder of geometrically arranged and separated plates. It looked interesting - although those types of things are usually just projects to get people to waste time building some horribly intricate contraption that does nothing.

 

Add to the list of things for me to do.
