Nukes are the most powerful PUBLICLY KNOWN weapon. A nation would be a fool to not classify the knowledge of this weapon whether that be manufacturing of it, storage sites, or delivery systems as a priority number one. Therefore keeping all those things secret.
Another high priority of a nation is it's energy. Gas, electricity, coal, hydro, solar, or what have you.
Now take those energy concerns and extrapolate them into realms of science fiction. Such as energies and propulsions systems based on light, sound, and magnetism.
Even if these things do not exist, and only are at experimental level, you wouldn't want to share your findings with the world. This is why a DOE Q clearance would be the highest. Hell, maybe you would even give such a clearance to a General with nukes under his command, or a secret spy on a moon raker mission, or maybe someone at the DOJ trying to arrest people who illegally sold Uranium to Russia, people that don't even work for the DOE, because what they are working with is DOE related.

This is in violation of U.S. sanctions. It is illegal for these companies to trade with NK.
This accounted gold does not include the gold bought by China from NK and and then sold to the U.S. companies, again, a sanctions violation. China does this a lot with NK goods actually. Buys them, then repackages it as Chinese. Illegal.
