You can do that on a napkin, the barrier is the money it takes to build such a program. There is shit you got to have. Start with uranium, and a reactor. Enriched uranium build up on the rids from the reactor then you need some centrifuges and extract it by spinning the material with a vacuum applied. That is a slow process to get a lot of plutonium.
