It is my belief that clandestine illegal surveillance of many people was a 'normal' everyday activity of BHO administration from DAY ONE. The ONLY reason they started GOING THROUGH THE MOTIONS (OF FISA/FISC) to "follow legal avenues" was to cover their a$$e$ - just in case they needed to - never thinking they would ever get caught.
