Half of 18 = 9
9 = number of weeks between watch markers
9 = top of the hour = 0 hour?
Is it possible that Zero hour is 9 weeks from latest watch marker?
I think 21 days is too soon for Zero hour. It may be launch of something big but results are not instant.
