This is what Q means by "Control" of future events. There are layers to this, and each layer has multiple arcs of completion before digging into the layers below. In architecture, you build infrastructures from both sides, taking into consideration the multiple contingencies along the way. if you control the variables that progress the plan, you can stagger or accelerate pace paced on the fulfillment of contingencies needed for completion of the model.
