Most federal employees and SES employees have tenure in Service and have been around for 10-20 years well into the Bush Administration years.
Is it possible that corrupt employees (DOJ/FBI/C_A/NSA and DIA who orchestrated the spying on Trump and the use of FYEYS during the 2016 election was also used against Romney in 2012? What about the 2008 election or even earlier?
