There is a simpler way and it is more productive. If someone seems to be a patriot and opposes the IBOR, talk to them, recruit them to the cause. If they are a clown, it will become clear and then you ignore them, like Paul Revere and ride on.

To build an organization we need to talk to lots of people and an IBOR is a nice unifying issue that can be used as the vehicle for this. Get patriots and liberals onside with an IBOR.

You could research the origin of "common carrier". It started out with freight. No freight carrier could refuse to carry based on what is in the box. This protected political speech, i.e. newspapers.

Now in the Internet age we need to update the law to make sure that the nervous system of human society (the Internet) is protected.

That is the IBOR.
