For Profit College/University Question

Were these "institutions" used as just another way of funneling taxpayer funds back into DS pockets ala PP model? Maxing out Federal loan/grant amounts + forcing private loans or creating loans exceeding 40k for an 18 month program in some cases? Is anything sacred anymore? How many trillions were stolen in this way?
