I would clarify this statement where it asserts the legal status. When legal and orderly, the subjects become true partner and investor with his neighbor. The issue here is of those legal that are subject to immigrate just for short periods of time (five years or so), their interest still lays in the country of origin and have no interest in the USA - other than an opportunity for milking it.
