Checked current Military Commission cases and the ones I looked at are entitled USA vs. so-and-so.

Cases brought under state law are not going to be listed in Pacer or tried in federal courts, so eliminate that.

Would Federal whistleblower cases list the whistleblower as plaintiff rather than USA?

 

That's where my thoughts took me, but did not a lawfag and have not researched the whistleblower statutes or cases.

One more possibility: plaintiff could be US Attorney So-and-So vs. defendants, rather than USA versusโ€ฆ? Or other officer of the United States in their official capacity bringing suit under federal civil (non-criminal) statutes rather than criminal laws?
