My first reaction is to wonder if this is like Bannon - someone playing a part to stir up leftist insanity, and false cabal hopes that someone is going to get Trump removed.
In other words, someone with close connections to Trump saying "this could be grounds for impeachment" does not imply that the person is not on Trump's side and helping the Plan with a public display of TDS.
Therefore I advise caution to those thinking of Conway's husband as a bad person on this account. (I don't know much else about him, I've heard anti-Trump statements attributed to him before, but not dug far enough to know what to make of it. Others might have a better picture and understanding. Not saying he's a good guy, either. Just that there's a lot of intentional murk and fog out there.)
