The third investigation is likely based on the same PC as the first, and under 600.4 (as re: Q post) you have to have a "specific factual statement" to open an investigation. If the sole (sfs) for Investigation 1 and 2 are the Steele Dossier, and the third is based on findings from either of those two, it cannot legally proceed. Same as if the new investigation uses the SD as the (sfs) for the new one. The whole thing is a play act for people who don't know how futile the current investigation is.
