I would imagine so as to keep people honest, not to have them become too relaxed, play suck-up at best, or backstabbers at worst. Also keeps the organization running fluidly – everyone needs awareness of everyone else's job and all should be able to pinch hit on the fly.
I personally would love a job like that. As an ENFP, I excel at getting projects up and running, but can become static in monotony or lack of creative challenge.
Speaking of–please tell POTUS he should hire me for the Dep't of Ed. I have a M.Ed 4.0 and over a quarter century of experience. I have a lot of insight to offer and I am just about done with having to pretend to drink the Kool Aid of liberal absurdities so entrenched in our public education system.
