Contreras visited the WH in Jun 2011 and was appointed to the District Court in DC in Mar 2012. He visited again in Jul 2015 and was appointed to the FISC in May 2016. The Chief, SCOTUS appoints FISC judges.

Suggest checking to see if any of the other judges visited Obama before being seated on FISC.
