If the optics for a player are bad i.e political allies/Trump supporter it gives the enemy an easy attack/spin.

However, if the perceived 'bad/bias' player only starts the investigations/plans, but doesn't activate them, this angle is mitigated.

Would a neutral/good optics player continue an illegal (politically motivated) investigation started by their predecessor?

No.

Which shows the investigation are legal, and necessary, as both former and current players in that position agree (despite the formers optics).
