Perhaps Q is trying to say that the Cabal is managing her care to make sure she lives. They cannot afford losing her. There are 38 or more levels of security clearance.
That being said you can have a security clearance that is high enough to know something but if you do not "Need to Know" you will never be informed of it. Everything is done at a "need to know" basis.
