I have a question for congress
If Congress has a problem with this or any POTUS using the National Emergency Act in this way, why don't they pass a law to amend or abolish the act?
Why are they just passing a law to negate what Trump is doing?

maybe that whole law needs to be abolished.
Maybe it gives the President too much power.
Maybe it is Trump's plan to shine a light on bad laws, so Congress works again.
If he wins in the courts, Congress might be forced to address the law.
