Given the alarm BOH's administration overreach caused in terms of separation of powers, is it possible that:

Given there may be enough monies available OUTSIDE of 1)Congressional appropriations AND a

2)Declaration of Emergency,

is this vote in the GOP controlled Senate is a show of force to slap down Executive Branch overreach, to prep the country for outrage should a Democrat President try to declare a State of Emergency over an "improper issue" in the future? (which IMHO is assured)
