Unfortunately, Trump is removing the tariffs as countries lower theirs. These trade deals mostly help the large companies not the smaller ones here.

 

According to expats, our tariffs on China have stopped economic growth there. It's scaring locals.

Yes he can. The mid-70s law gave the president broad powers to declare national emergencies. To stop one requires a resolution be passed like a normal law.

 

When POTUS vetoes it, my concern is so many Reps are spineless they may cave making the 2/3'rds needs to override the veto.

The lawsuits filed by the states will end up at SCOTUS eventually. If Congress overrides POTUS' veto, the National Emergency ends. SCOTUS won't need to rule on the case.

 

To me, it looks like Trump has been trying to get Congress to take back some of its powers. We need to elect more folks with spines who aren't evil.
