Illegal Clinics and Addicts Fuel ‘H’ Boom in Guayaquil, Ecuador

In Ecuador’s southern city of Guayaquil, organized crime has created a vicious circle of drug consumption: violent microtrafficking networks peddle drugs on the city streets creating the addicts that fill illegal and abusive “rehabilitation” clinics set up to milk profits from their misery.

The product that keeps this circle turning is a heroin-based concoction invented by criminal economists and marketers: “H.”

Addiction and organized crime are nothing new in Guayaquil. Ecuador’s second city is just a short run from the continent’s two biggest drug producer countries, Colombia and Peru, and its international port is one of Ecuador’s principal launch pads for transnational cocaine exports. As a result, both drugs and criminals have long flowed into the city.

French guards blockade prisons after ‘radicalized’ inmate stabbed 2 officers

Prison guards have blocked access to 18 prisons in France after two colleagues were stabbed in a brutal attack by a ‘radicalized’ inmate in Normandy, RT.com writes. The prisoner’s wife, who was visiting at the time, died in the incident.

About 60 guards have blocked the Condé-sur-Sarthe prison in north-western France, the scene of Tuesday’s horrifying attack, setting fire to tires and palettes outside the secure facility. The two guards were seriously injured in the stabbing, and the suspect was shot and wounded by police.

The inmate is believed to have become a radicalized Islamist inside prison, with Justice Minister Nicole Belloubet telling French media there “is no doubt as to the terrorist nature of this attack.” The man’s wife, who died during the 10-hour siege following the stabbing, is thought to have smuggled a knife in to him during her visit.

US ambassador slams Ukraine over corruption

KIEV, Ukraine — The U.S. ambassador to Kiev directed unusually scathing criticism at the Ukrainian government in remarks released Wednesday, urging authorities to replace a senior anti-corruption official and tackle the country's corruption problem.

In a speech Tuesday, Ambassador Marie Yovanovitch said the government's efforts have "not yet resulted in the anti-corruption or rule of law reforms that Ukrainians expect or deserve." In the surprisingly blunt remarks, which were released Wednesday, the ambassador called on Ukrainian officials to fire the special anti-corruption prosecutor, Nazar Kholodnytsky, who has been accused of helping suspects avoid corruption charges.

At any given time Centac had working for it full time more than fifty DEA agents around the world, plus agents from the Internal Revenue Service, Customs, and other federal agencies, as well as foreign police agents in a dozen countries, and state and city cops from New York to California. With a phone call from his office, Dennis could put agents on the street in Bangkok, intercept smugglers at a Bogota airport, send undercover men into the coca-rich Andes, mobilize surveillance planes and coastal gunboats. So discreet did Centac remain that many of the foreign agents and American police officers didn't even know they were working for Centac, that they were assigned, controlled, moved from city to city and state to state at the behest and expense of Centac. And when the case broke and arrests were made – often hundreds in a single sweep – Centac quietly withdrew, leaving headlines to the local officers and their politically dependent bosses. "When Centac targets an organization, Dennis told me, "intelligence has already identified its characteristics. We write an operational plan, select our staff, marshal our forces, and attack. From that moment on, the target is doomed. Centac has never lost. And we do not merely prune criminal organizations so they grow back stronger. We uproot the entire tree, chop it to splinters, burn it, and bury the ashes. That tree will never grow again." Centac had been felling trees since 1973, with Dennis as chief the last four years, and so far it had destroyed nearly a score of international criminal conglomerates, caused the imprisonment of thousands of criminals, solved hundreds of major crimes, seized millions of dollars – yet remained, itself, virtually unknown.
