Declas is a big stick to one side but a corrot to the other. POTUS needs to use a different stick and never bring up declas again. Most of us are sick of it at this point and would rather focus on something constructive. Rolling our eyes and fighting back the urge to walk away from the computer for the day should be a wake up call to do it or end the talk.
