In countries with fewer traffic lights/rules, people honk a whole lot more in heavy traffic or any traffic really, to signify to each other where each other is at and to nudge people along to optimize traffic flow. It's as if people are driving each other using horns.

Honking horns is a sort of means to propose boundaries or structure where there may be none or less.
