Q says POTUS is pushing for term limits. It is already on the table.
In 1789, James Madison, on behalf of the states, brought 12 amendments to be ratified. Ten were ratified and became known as the Bill of Rights. However, 2 remained on the table and were forgotten.
In 1982, then 19 year old UT Austin Sophomore, Gregory Watson claimed in his government class that the two amendments could still be ratified. Although rejected by his teacher, he did the leg work and went to the states to get one of the amendments ratified, and succeeded!
In 1992 that forgotten amendment, became the 27th amendment to the constitution which regulates pay increases for congressmen.

The other amendment which was not ratified in 1789, but still can be ratified, was term limits on congress so they could not become career politicians. Isn't it about time that this is brought forth?
