Facebook's Middle Mile Fiber Optics go between Facebook Data Centers

A casual Billion Dollars in grants was doled out to the states under the premise of infrastructure improvement, mostly in 2010, 2011.

Facebook leases excess bandwidth via trunks from the FB data center feeds.

Not unlike getting everyone to carry a GPS device by selling iphones as 'cool' without messy govt. mandates, it seems that this 'new' subsidiary is enabling the excitement for states/comms companies to jump into the river of data collection (article date = March 2019). Except that it isn't 'new'. It's been around since at least 2010.

If an internet provider is using a "Middle Mile" trunk, is it possible to mine data directly from the trunk? Serious question.
