My vote is Q or part of Q works in WHCA which is manned by DISA. They provide POTUS, VPOTUS, and USSS communications 24-7.

When serving in the military, I dealt with them a couple times abroad. Back then, their people traveled ahead of trips (like the USSS does) making sure everything on each part of the leg was perfect. The military comms/spooks traveling with POTUS or ahead of him wore suits. My friend was one of these for a prior president. He was on the road like 3 weeks each month.

At one time, all the intel agencies fell under CIA which wore a dual hat. Under Bush, DNI was split out into its own entity. These agencies do work together on some things. CIA is supposed to focus only abroad.
