No….Congress has no say in this. These guys are great at appearing busy wasting time doing meaningless crap rather than addressing hard issues. For most of them, their biggest legislative accomplishment in their entire career is getting a bill passed to name a post office or another facility.
IMO Senate Reps should be focused primarily on judicial vacancies. There are currently 170 of them. Trump still needs to nominate 104. The Senate should be pushing thru the ones they have right now. Reps are still moving at a snail's pace for an issue they claim is the most important priority.
