Makes sense if sub-sections of our intelligence communities are behind the most insidious data collection and population influence/control products everyone uses.

Why doesn't POTUS shutdown the black budgets and/or cancel these programs? Are these intelligence groups so much rouge that they are operating out of the purview of any oversight and ostensibly become enemies of America?
