Schiff Receives Official Responses from Google, Facebook Regarding Anti-Vaccine Misinformation

 

Washington, DC – Today, Rep. Adam Schiff (D-CA) released written responses he received from Google and Facebook regarding addressing anti-vaccine misinformation on their respective platforms.

 

“We have put a lot of effort into curbing misinformation in our products – from better Search ranking algorithms, to improving our ability to surface authoritative content, to tougher policies against monetization of harmful or dangerous content. Under YouTube’s Advertiser-Friendly Content Guidelines, we are and have been demonetizing anti-vaccination content under our longstanding harmful or dangerous advertising policy,” wrote Karan Bhatia, Vice President of Global Public Policy and Government Affairs at Google.

 

“Our approach…is to reduce the spread of inaccurate information about vaccines by reducing its distribution in News Feed, removing groups and pages that promote misinformation from recommendation surfaces, and providing authoritative information to people who might encounter it,” wrote Kevin Martin, Vice President of U.S. Public Policy at Facebook.

 

The scientific and medical communities are in overwhelming consensus that vaccines are both effective and safe. There is no evidence to suggest that vaccines cause life-threatening or disabling diseases, and the dissemination of unfounded and debunked theories about the dangers of vaccinations pose a great risk to public health.

 

Schiff recently sent letters to Google, Facebook and Amazon to express concern that the companies’ platforms are surfacing and recommending information that discourages parents from vaccinating their children, contributing to declining vaccination rates which could reverse progress made in tackling vaccine-preventable diseases.

 

“I’m pleased that all three companies are taking this issue seriously and acknowledged their responsibility to provide quality health information to their users.” Schiff said. “The responses from Google and Facebook describe the steps they are taking to address the issue of harmful public health misinformation on their platforms. Amazon has informed me they will also be responding to my letter in the coming days.

 

“The crucial test will be whether the steps outlined by Google and Facebook do in fact reduce the spread of anti-vaccine content on their platforms, thereby making it less likely to reach users who are simply seeking quality, fact-based health information for their children and families.

 

“I plan to continue working with the companies on the issue of misinformation on their platforms and monitoring the effectiveness of the changes they are making because our health, and particularly the health of our children, is at stake.”

 

Earlier this week, Rep. Schiff introduced the bipartisan Vaccines Save Lives resolution, recognizing the importance of vaccines and immunizations in the United States. The resolution sends a message of unequivocal Congressional support for vaccines and urges parents, in consultation with their health care providers, to follow scientific evidence and the consensus of medical experts in favor of timely vaccination for the well-being of their children and surrounding communities.

U.S. Senator Rand Paul of Kentucky expressed his opposition to government mandates forcing people to vaccinate themselves and their children. At a hearing of the Senate Health, Education, Labor and Pensions Committee on Mar. 5, 2019, he was the only Senator or invited witness at the hearing who made a statement urging caution about the creation of vaccine laws that contain no personal belief exemptions.

 

Sen. Paul said, “As we contemplate forcing parents, I think it’s important to remember that force is not consistent with the American story. Nor is force consistent with the liberty our forefathers sought when they came to America.”1 2

 

Sen. Paul, who is a medical doctor, noted that vaccines come with some risk and that at least for that reason people should have a choice as to whether to be vaccinated. He noted, “It is wrong to say that there are no risks to vaccines. Even the government admits that children are sometimes injured by vaccines.” Since the federal Vaccine Injury Compensation Program (VICP) created by Congress under the 1986 National Childhood Vaccine Injury Act (NCVIA) began operating in 1988, more than $4 billion has been paid to vaccine victims by the government.”1 2

 

Sen. Paul appeared concerned about the relative lack of informed consent accorded to parents when it comes to vaccinating their children. He said, “Despite the government admitting to paying $4 billion for vaccine injuries, no informed consent is used or required when you vaccinate your child. This may be the only medical procedure in today’s medical world where an informed consent is not required.”1

 

One of the problems Sen. Paul sees with government mandates with regard to childhood vaccines such as the MMR (measles, mumps and rubella) is the precedence they set for other vaccines. “Are we to find that next we’ll be mandating flu vaccines?” asked Paul.”1 He warned:

 

I would guess that those who want to mandate measles [vaccine] will be after us on the flu next. Yet, the current science only allows for educated guessing when it comes to the flu vaccine. Each year, before that year’s flu strain is known, scientists put their best guess into that year’s vaccine. Some years it’s completely wrong. We vaccinate for the wrong strain of flu… Yet, five states already mandate flu vaccines. Is it really appropriate to mandate a vaccine that, more often than not, vaccinates for the wrong flu strain?1

 

Sen. Paul said he did not “favor giving up on liberty for a false sense of security.”1 2

The head of the US Food and Drug Administration says that if states don't require more schoolchildren to get vaccinated, the federal government might have to step in.

Nearly all states allow children to attend school even if their parents opt out of vaccines. These vaccine exemptions are especially popular in Washington state, where a measles outbreak started last month that has now sickened at least 67 people in four states. And New York has been working to contain its largest outbreak in decades, which began in October and has sickened more than 200 people.

"Some states are engaging in such wide exemptions that they're creating the opportunity for outbreaks on a scale that is going to have national implications," FDA Commissioner Dr. Scott Gottlieb said Tuesday in an interview with CNN.

If "certain states continue down the path that they're on, I think they're going to force the hand of the federal health agencies," he added.

 

Gottlieb's suggestion about the federal government and vaccines was first reported by Axios.

The commissioner was vague on when he thought the federal government should take action and what exactly that action should be. "You could mandate certain rules about what is and isn't permissible when it comes to allowing people to have exemptions," he said.

He said he hoped that the measles outbreak would make state officials realize that they needed to get stricter on exemptions.

Forty-seven states allow parents to opt out of childhood vaccines for religious reasons. Of those, 17, including Washington, allow parents to opt out because they feel that vaccines violate their personal or philosophical beliefs.

The American Medical Association, the American Academy of Pediatrics and other medical groups have long said that states should get rid of all exemptions except when a vaccine would cause medical harm to a child.

Gottlieb said he is "deeply skeptical" of all exemptions except medical ones.

Reaction to Gottlieb's statements was mixed.

"This is fantastic news," said Dr. Adam Ratner, director of the Division of Pediatric Infectious Diseases at Hassenfeld Children's Hospital at NYU Langone. "I think some of the states may need that kind of push."
