CIA would most likely ban Fitbits, so you'll want to look for areas around the airport where there are parking lots but NO heat traces. That will indicate where contractors and employees park to enter the data center.

Build a candidate list of possible entrances, then go from there.

Those are areas with parking lots where people have their Fitbit on, which means unlikely to be candidates.

Find parking lots WITHOUT heatmap signatures.
